Federal Courts Jurisdiction and Venue Clarification Act of 2011

Congress enacted the “Federal Courts Jurisdiction and Venue Clarification Act of 2011” on December 7, 2011.  The Act amends portions of 28 U.S.C.A. §1332, 28 U.S.C.A. §§1441 and 1446 (removal statutes), and 28 U.S.C.A. §§1391 and 1404 (venue and change of venue). This legislation, among other goals, clarifies federal jurisdiction over insurance companies with foreign contacts and over foreign nationals who are lawfully admitted for permanent residence in the United States and domiciled in the State in which a civil action is filed.  This statute is discussed in Stephen E. Arthur, 22 Civil Trial Practice (2d ed.), §§ 15.55-15.67 (2012 Supp.).
